Phare- creating a larger family of nations

Building a larger democratic family of nations leading to greater prosperity and 
security for all is a vision shared by the European Union and its central and eastern 
European neighbours. All believe that this will be achieved by following a policy 
of closer political, economic and cultural integration based on shared values and 
common understanding.

The European Union also recognises the importance of the fundamental changes 
that are being made by these countries and their people to achieve the move 
away from centrally planned to market economies.

From 1945 until 1989, the countries of central and eastern Europe were cut off 
from the mainstream of European development, locked into a system of centralised 
political and economic control. They now desire to resume their central place in 
Europe's culture and civilisation and rejoin the economies and societies of Europe. 
They face the challenge of re-building their economies to catch up with the changes 
which have taken place in western Europe in the last half century.

The Phare Programme is the European Union’s initiative which provides grant 
finance to support this process of economic transformation. At the same time, it 
helps its partner countries to strengthen their newly-created democratic societies.
