1. Introduction The European Union has undertaken a great number of activities in the nuclear sector since 1990. Specific programmes were created with considerable budgetary appropriations. The Commission was entrusted with the implementation of these programmes. This work was started against the background of a clear perception by the citizens of the European Union of the hazards resulting from nuclear installations in the countries of Central and Eastern Europe (CEEC) and in the New Independent States (NIS) and in response to the fundamental political changes in this part of Europe which offered new possibilities of co-operation.
