SUMMARY

At the International Nuclear Fuel Cycle Evaluation (INFCE) Organizing Conference 
held 19-21 October 1977, each Working Group was requested to prepare a report 
to the plenary conference which would be primarily technical and analytical, 
Accordingly, Working Group 8 has prepared a report taking into account the two 
general objectives set forth by the Organizing Conference: (1) 'the urgent need to 
meet the world's energy requirements and that nuclear energy for peaceful purposes 
should be made widely available to that end'; and (2) 'effective measures can and 
should be taken at the national level and through international agreements to 
minimize the danger of the proliferation of nuclear weapons without jeopardizing 
energy supplies or the development of nuclear energy for peaceful purposes,' 
Specifically, the Working Group 8 participants have considered the following 
terms of reference provided by the Communique in preparing the report.
