FOREWORD On the threshold of the third millennium the Netherlands Nuclear Society is honoured to host ICENES 2000, the tenth International Conference on Emerging Nuclear Energy Systems, on the site of the Nuclear Research and consultancy Group (NRG) in Petten. Industrial technologies always start with ideas. Thoughts are being sketched and put together in a first paper. Ideas in this raw form need cultivation. They are being presented and discussed in scientific fora, and being refined as a result of this. Only after this, the long journey along investors and policy-makers can commence. ICENES always has been such a scientific forum for new concepts of nuclear energy systems. However, we should keep in mind that the development paths of our ideas presented in this conference will be generally different in the years to come compared to those in the last century. Whereas in the first half century of the nuclear era national governments took the lead and directed the developments along their interests, in this new century private companies and investors with interests different from that of governments are likely to take over that role. This will eventually resolve the problem of 'the better is the enemy of the good’, the dilemma of the development of safer systems being regarded as a 'proof' of the present systems being unsafe. If based on basic physical principles, safety simplifies, and therefore it pays. Besides the pure energy system development, many papers presented at this conference are about the lifetime reduction of radioactive waste. It is our obligation as a nuclear community, to make sure the amount of waste stored in the final storage facilities will be as small in volume as possible and as short lived as possible. This should be a continuing effort, as long as nuclear power plants are being developed and operated, and if necessary beyond. On behalf of the Organizing Committee, I have the pleasure and the honour of welcoming you to ICENES 2000. Aliki I. van Heek ICENES 2000 Organizing Chairman
