SUMMARY

In the helium cooled graphite moderated High Temperature Reactor, the coolant 
is heated to such high temperatures, that it can be used for other applications than 
large scale electricity generation as well. Combined heat and power production is 
one of them. For the last decade, this has been a growth market in the Netherlands, 
whereas the market for large scale electricity production stagnated. This led the 
Ministry of Economic Affairs to include a study on nuclear cogeneration in their 
Programme to Maintain Nuclear Competence (PINK), a programme for nuclear 
related companies and institutions to keep the national nuclear expertise on an 
acceptable level during the current de facto nuclear moratorium. The study, that 
had been given the status of pre-feasibility study, has been named INCOGEN: 
Inherently safe Nuclear COGENeration. Five companies and institutions have 
cooperated in the study. The Netherlands Energy Research Foundation ECN 
undertook the project coordination, and contributed to reactor core, fuel and 
shielding analyses. The Interfaculty Reactor Institute of the Delft University 
of Technology cooperated in the reactor calculations. The engineering company 
Stork Nucon carried out the analyses on the energy conversion system, plant 
lay-out, auxiliary systems, plant operation and control, and inspection and 
maintenance. The electric utility research organisation KEMA contributed to 
the cycle optimization analysis, the study on licensing of the installation 
and a cost study. The consultancy company ROMAWA carried out the study on 
the market potential, and analyzed the possible contribution of the Dutch 
industry in the development and construction of such systems.
