A. INTRODUCTION The Energy Reorganization Act of 1974 places on the Nuclear Regulatory Commission (NRC) the responsibility for the licensing and regulation of private nuclear facilities from the standpoint of public health and safety. Paragraphs 100.10 (b) and (c) of 10 CFR Part 100, "Reactor Site Criteria," require that the population density, use of the site environs, and the physical characteristics of the site, including seismology, meteorology, geology, and hydrology, be taken into account in determining the acceptability of a site for a nuclear power reactor. Seismic and geologic site criteria for nuclear power plants are provided in Appendix A to 10 CFR Part l00. Appendix A to 10 CFR Part 5O establishes the minimum requirements for the principal design criteria for water-cooled nuclear power plants; a number of these criteria are directly related to site characteristics as well as to events and conditions outside the nuclear power unit.
