Ref NRPB/SURRC/CAPPER PASS August I990 TIN SMELTING/RADIATION EXPOSURES TO WORKERS AND PUBLIC AT LARGE Background to enclosed documents Four years ago, public alarm was generated in Britain at the discovery of an apparently quite abnormal (and abnormally high) incidence of rare childhood leukaemias, in a relatively small part of north Humberside (north east England.) Further research - including studies by the University of Leeds leukaemia Research Fund Centre - failed to correlate the cancers with the operations of the nearby CAPPER PASS TIN SMELTER (100%) owned by RTZ, or Rio Tinto Zinc.) However, contrary to claims made by the company at that time, the research did not conclude that there was no link between childhood cancer incidence (including deaths) and the smelter. Instead, it urged further research. This research was carried out and published in the form of the BAXTER REPORT, for the Scottish Universities Research and Reactor Centre (SURRC) in early 1990. The broad conclusions of this report have already been reported in Partizans/MINEWATCH BRIEFING PAPER No.7 (see Appendix)
