The General Assembly of ICSU in Athens, September, 1978, authorized a review of
research and other activities in respect of the disposal of high-level wastes (HLW)
from the generation of electric power.*

The first duty of the Steering Committee (SC) was to establish three Working
Groups (WG's), one to concern itself with disposal on terrestrial sites, a second
to be concerned with marine disposal, and the third with environmental pathways,
i.e., how toxic materials might enter and affect the biosphere if they escape from
a repository. The International Union of Geological Services (IUGS) proposed Wm.
Fyfe, university of western Ontario, Canada, as Chairman, WG No. 1: the Scientific
Committee on Ocean Research (SCOR) proposed Charles Hollister, Wood's Hole,
U.S.A., as Chairman of WG No. 2: and the Scientific Committee on Problems of the
Environment (SCOPE) suggested Fred. Morley, Nuclear Radiation Protection Board,
U.K., as Chairman of WG No. 3. These proposals were approved and each became,
ex officio, a member of the SC.
