PRELIMINARY REPORT on the REVIEW OF RESEARCH AND DEVELOPMENT on the DISPOSAL OF HIGH-LEVEL NUCLEAR WASTES By: Dr J.M. Harrison Chairman, Steering Committee The General Assembly of ICSU in Athens, September, 1978, authorized a review of research and other activities in respect of the disposal of high-level wastes (HLW) from the generation of electric power.* The first duty of the Steering Committee (SC) was to establish three Working Groups (WG's), one to concern itself with disposal on terrestrial sites, a second to be concerned with marine disposal, and the third with environmental pathways, i.e., how toxic materials might enter and affect the biosphere if they escape from a repository. The International Union of Geological Services (IUGS) proposed Wm. Fyfe, university of western Ontario, Canada, as Chairman, WG No. 1: the Scientific Committee on Ocean Research (SCOR) proposed Charles Hollister, Wood's Hole, U.S.A., as Chairman of WG No. 2: and the Scientific Committee on Problems of the Environment (SCOPE) suggested Fred. Morley, Nuclear Radiation Protection Board, U.K., as Chairman of WG No. 3.
