From the publication:

It has been suggested that the stable geological formations beneath the three quarters
of the globe which are covered by oceans may prove suitable for the long-term
isolation of high-level radioactive waste resulting from the generation of nuclear
power. The objectives of the research programme of the NEA Seabed Working Group
is to provide scientific and technical information to enable international and national
authorities to assess the engineering feasibility and long-term safety of this concept.
This Report presents the state of the art in this field as to the end of 1982.
