2 INTRODUCTION 2. 1 The Need for an International Waste Management System. The need has been expressed for international co-operation in managing the small volumes of high level radioactive waste (HLW) and spent nuclear fuel (SNF) produced in countries which cannot finally dispose of these wastes in a feasible manner within their own national borders. In this study the waste management system is defined as consisting of interim storage facilities for HLW and SNF, a conditioning plant for conditioning such material for final disposal, and a repository in deep geological formations.
