1. Introduction

The High-Flux-Reactor (HFR) in Petten is a water-cooled and water-moderated
research reactor of the closed-tank in-pool type. Because of one of its main
features the reactor is also called material test reactor (MTR). In 1985 the reactor
vessel was replaced and until 1990 a lot of upgrading actions were carried out
[AHLF 1992]. Therefore no shut down is planned in the next years. The minimal life
expectancy is 2015 [EC 1997]. Therefore probably a lot of spent fuel assemblies will
accumulate. The storage capacity at the reactor site is limited, so storage away from
the reactor is necessary. There is a central storage facility in the Netherlands,
managed by COVRA (Centrale Organisatie Voor Radioactief Afval). In this facility
a technology for dry storage in casks for the spent fuel is planned. The chosen cask
CASTOR MTR 2 was developed in Germany.

After the announcement of the intended storage technology for the Petten spent fuel,
Greenpeace Netherlands engaged the "Gruppe Ökologie e. V. Hannover" to draw up
a report on the cask CASTOR MTR 2 and to evaluate the storage technology.
