NUCLEAR REGULATORY COMMISSION 10 CFR Part 71 Rule To Achieve Compatibility With the Transport Regulations of the International Atomic Energy Agency (IAEA) AGENCY: Nuclear Regulatory Commission. ACTION: Final rule. SUMMARY: The U.S. Nuclear Regulatory Commission (NRC) is revising its regulations for the transportation of radioactive material to make them compatible with those of the International Atomic Energy Agency (IAEA) and thus with those of most major nuclear nations of the world. Although several substantive changes are made to provide a more uniform degree of safety for various types of shipments, the Commission's basic standards for radioactive material packaging remain unchanged. Some deletions from the proposed rule have been made to account for changes expected in the 1984 revision of the IAEA regulations (begun since the NRC proposed rule was issued) which will bring those regulations closer to those of the United States. These regulations apply to all NRC specific licensees who place byproduct, source, or special nuclear material into transportation. The special restriction on the air transport of plutonium has been included in this revision in its final form.
