INTRODUCTION

Public apprehension over the potential hazards of transporting radioactive materials
has led to a patchwork of state and local laws, ordinances, and regulations restricting
the movement of these materials. While the use of radioactive materials is an integral
part of modern life and the transportation safety record of radioactive materials
transport is good, additional restrictions are enacted each year. The manufacturers
and users of radioactive materials contend that these restrictions impede shipments
and contribute to increased costs and increased risks. On the other hand, state and
local officials feel that, by enacting these restrictions, they are protecting the
health and safety of their citizenry. Members of the nuclear industry also believe
that some regulations owe their inception to the opponents of nuclear power.
The purpose of this guide is to describe the uses of radioactive materials, the laws
and regulations that cover their handling and transport, and the interrelationships
of the federal, state, and local governments concerned with their movement.
