SUMMARY

Since the publication of Willrich and Taylor's book Nuclear Theft: Risks and
Safeguards, the attention of the media and the public has been focused on the
possibility of nuclear weapons being built by terrorist groups. This paper
discussesthe realities of nuclear materials safeguards and the problems that might
beencountered by unauthorized persons attempting to steal special nuclear material
and build bombs.

A good nuclear management plan must detect diversion as well as protect
againstit. Elements of such a plan include procedures for management,
accounting and inventory, measurements, and physical protection, all carried out
by a management/security group that parallels the management of plant operations.
