SUMMARY In CHAPTER I -- NATO'S POLICY AND APPROACH TO OUT-OF-AREA CHALLENGES TO WESTERN SECURITY -- The Rapporteur begins this report by pointing to the longstanding recognition within the Alliance that events occuring out-of-area may affect the common interests of the Allies. He stresses however that with the exception of Southwest Asia, the Allies have not defined specific threats to Western Security which could represent challenges to the Alliance as a whole. The Chapter provides a brief historical background of NATO's attention to out-of-area security challenges. The Rapporteur then assesses the situation in the Gulf as NATO' s primary out-of-area concern and discusses the implications of the South-West Asia impact study undertaken at NATO headquarters in 1983. The final section of this chapter is devoted to the consultative process existing within NATO on developments out-of-area. In CHAPTER II -- POTENTIAL OUT-OF-AREA CHALLENGES TO WESTERN SECURITY -- the Rapporteur discusses Soviet activities in the Third World and regional instabilities which may pose a potential threat to Western Security interests. The intent is to inform the Sub-Committee members of situations which are potentially threatening to Western security, but this inventory does not imply a recommendation that concerted action is required by NATO in these areas. In his conclusion to this chapter the Rapporteur states his view that although the security of the Allies does extend beyond NATO' s boundaries, serious out-of-area threats are best viewed from a non-NATO perspective.
