FOREWORD

CONGRESS OF THE UNITED STATES,
Washington, D.C., September 23, 1977.

In the 23 years since nuclear technolgy first became available for application
to peaceful uses, most countries of the world have gained access to at least some
of this technology. This expanding access, as well as new developments in the
technology itself, have made the task of guarding against the diversion of nuclear
technology and materials to hostile purposes both more difficult and more important.
Records and data concerning the spread of nuclear technology, its applications
throughout the world, and efforts strictly to limit it to peaceful ends could fill
many volumes. The availability of at least the most essential documents and data
in this field in a single volume, however, would seem to constitute a useful aid to
decisionmakers concerned with maintaining and improving the effectiveness of
U.S. nuclear antiproliferation policies.
This factbook attempts to provide such a convenient sourcebook of essential
materials on nuclear proliferation for Members of Congress and others concerned
with this vital policy issue. It was prepared by the Congressional Research Service
of the Library of Congress at the request of the Subcommittee on International
Economic Policy and Trade of the House International Relations Committee,
and the Subcommittee on Energy, Nuclear Proliferation, and Federal Services
of the Senate Committee on Governmental Affairs.
The committees are grateful to the staff of the Congressional Research Service,
particularly Dr. Warren Donnelly and his staff, for their excellent work and
cooperation in preparing this volume. Any views that might be inferred from the
selection or content of materials included in this factbook should not be considered
necessarily to represent the views of the Committee on International Relations, the
