Introduction LOCAL PEACE GROUPS are disappointed and sometimes even hostile when they are informed that the military facility in their backyard is not a nuclear weapons storage site or high priority target. People in upstate New York, Iceland, West Germany, Italy, Japan, Palau, Greece, Puerto Rico, and hundreds of other places want to believe they are at the center of military planning and are a "strategic" region. A morbid desire to have secret bases and nuclearrelated facilities, to be a disaster waiting to happen, to be a target, animates public concern.
