Foreword

THE DANGER that the peaceful exploitation of nuclear energy might contribute to
the spread of nuclear weapons has long been recognized. Until recently, the 1970
Treaty on the Non-Proliferation of Nuclear Weapons and the safeguards administered
by the International Atomic Energy Agency were widely viewed as adequate
responses to this danger. The treaty committed most nations (though with several
important exceptions) to oppose the further proliferation of nuclear weapons, and
the safeguards were designed to give timely warning of any diversion of nuclear
materials from peaceful to military use.
Confidence in the timely warning of a nuclear material diversion was justified as
long as the enrichment and reprocessing facilities capable of making the explosive
component of nuclear weapons were confined almost exclusively to countries that
already had such weapons. But the acquisition of such facilities by states that do not
possess nuclear weapons is creating a new situation--one that calls for new forms
of international cooperation to control the development of nuclear energy.
This study considers a broad range of cooperative measures and evaluates their
potential contribution to the goal of checking the spread of nuclear weapons and their
consistency with the continued exploitation of nuclear energy for peaceful purposes.
Some of the measures are already under consideration by concerned governments
and international organizations. Others may be considered in the future.
