CHAPTER l

SUMMARY

The final Communique of the Washington Conference of 21 October 1977,
organizing the International Nuclear Fuel Cycle Evaluation, stressed the necessity
to make nuclear energy widely available to all countries, consistent with non-
proliferation. Within this context the objective of Working Group 3 has been to
assess alternatives for assuring reliable, long-term supplies of the fuel, heavy water,
reactors and services, and their related equipment and technology, which are needed
to make nuclear energy widely available as a credible, long-term energy source in
the interest of national needs, consistent with non-proliferation. In this context it
has sought to give special consideration to the specific needs of developing countries
as well as industrial countries with limited nuclear power programmes.
