SAFEGUARDS THE SAFEGUARDS IMPLEMENTATION REPORT FOR 1986 Note by the Director General 1. The Safeguards Implementation Report (SIR) attached hereto provides an analysis of the results of and trends in the Agency's safeguards operations in 1986 and of the problems encountered. 2. Paragraphs 1 to 44, with minor editorial changes, constitute the Safeguards chapter in the draft Annual Report. In addition, details on the status of agreements, and lists of facilities covered by such agreements, have as usual been included in the draft Annual Report (GOV/2289). The Board discusses the Agency's Annual Report for 1986 under another agenda item. RECOMMENDED ACTION BY THE BOARD 3. The Board is invited to take note of the Agency's Safeguards Implementation Report for 1986 attached hereto.
