INTRODUCTION

Under the Non-Proliferation Treaty (NPT), the IAEA was required to safeguard the
entire nuclear industry of non-nuclear weapon States Party to the Treaty. They had
then urgently to clarify "the objective of safeguards" and to develop a more effective
system. The measures it took have not yet been possible to fully implement.

For example in reprocessing plants and enrichment facilities the Agency's
experience has been negligible. Experience in on-load fuel reactors (MAGNOX &
CANDU) and fuel fabrication plants has indicated there are certain problems with
safeguarding these facilities. (1.6. page 2) (These problems will be outlined in
later sections of this summary).
