PURPOSE AND SCOPE OF THE REPORT The purpose of this report is to analyze the role of the International Atomic Energy Agency (IAEA) in limiting the future proliferation of the ability to make nuclear weapons in a world committed to the increasing use of nuclear power. The report is the third* in a series of publications prepared for the Senate Committee on Government Operations for use in its consideration of S. 1439, the Export Reorganization Act of 1976, and in its oversight of U.S. participation in international agencies--in this case, the International Atomic Energy Agency. The report briefly reviews the problem of proliferation, its current status and factors affecting it, and recent congressional interest; and looks at IAEA and its role in limiting proliferation. It considers what can be expected of the IAEA, and what cannot, safeguards, the role of the IAEA for protecting nuclear materials and facilities against theft or sabotage, and the role of the IAEA in multinational, regional fuel cycle centers. The report concludes with discussion of some ways to strengthen the IAEA in its non-proliferation functions.
