FOREWORD It has become clear in recent times that there is a real need for an unambiguous definition and rationalization of many of the terms used for the purpose of IAEA safeguards, with a view to improving the common understanding of such terms within the international community. The present Glossary of safeguards terms is intended to be a contribution in this direction and to provide a quick reference for interested readers. It focuses only on safeguards meanings in general, and IAEA meanings in particular, of the terms discussed. Since concepts and implementation procedures for safeguards, reflected especially in Chapters I and IV, are continually developing, it is intended to revise the Glossary periodically to take the latest developments into account. Comments and constructive criticism are therefore invited and will be taken into consideration when future revisions are made.
