INTERNATIONAL SAFEGUARDS AND THENON-PROLIFERATION OF NUCLEAR WEAPONS*

Much has been written about the dangers of the proliferation of nuclear weapons.
In this paper, the problem will first be briefly described, and its history and the
attempts that have been made to deal with it will be summarized. The paper will
then touch upon the current situation as it has developed, particularly since the
entry into force in March 1970 of the Treaty on the Non-Proliferation of Nuclear
Weapons, 1 which remains by far the most important and significant single step
taken by States towards preventing the spread of nuclear weapons since the
International Atomic Energy Agency was set up in 1957.
