Preface

This documentation was prepared for Anti-Atom-International. The intention was to
illustrate and discuss the role of the IAEA. The publication of this book is part of
a campaign for a reform of the IAEA with the aim of turning the Agency into a purely
nuclear control organization. In Chapter XI you find the "Appeal to Reform the
IAEA" which sums up the subjects of this reform. The claims of the appeal are the
result of a working group session at the World Uranium Hearing in Salzburg 1992
where we had the opportunity to present and discuss some results of our work on
this documentation.

This documentation illustrates the history and policy of the IAEA from a today's
viewpoint and it is a critical discussion of the consequences of the Agency's
promotional role for nuclear energy.
