PREFACE

The past year saw a process of strengthening in some important areas of the work
of the Agency with the aim of improving the impact and efficiency of its activities.

Strengthening of Safeguards

The Agency's efforts to develop a strengthened safeguards system have been
incorporated into its Programme "93 + 2", building on three essential elements:
increased access to information about a State's nuclear activities; broader access
to sites and locations within a State; and expanded use of new and available
technologies to increase detection capacity and, in due course, to reduce
the frequency of on-site inspections. The first of two interrelated sets of
strengthening measures was accepted by the Board of Governors in June (see Box 1).
