Introduction Over the last twenty years. nuclear power has been developing rapidly in an increasing number of countries. Since the basic technology of electricity from the atom is much the same throughout the world, ensuring the safe, reliable and economic operation of nuclear power plants relies in large part on international efforts. The long-accepted notion that "an accident anywhere is an accident everywhere" has made it essential for countries to share their ideas and experience and jointly address areas of common concern.
