INTRODUCTION 1. Approximately four years ago, Prime Minister Ruud Lubbers of The Netherlands proposed the formation of a consultative body composed of the 50 nations of Europe, the former Soviet Union, North America and Japan for the purpose of constructing a European Energy Charter. The resulting body called the European Energy Charter Conference successfully concluded agreement on a Charter which is the basis of negotiations to develop a European Energy Charter Treaty presently nearing conclusion.
