INTRODUCTION

A seminar on energy problems was held by the European Environmental Bureau
(EEB) in Strasbourg from 5th-7th May 1977. It was chaired by L.P. Suetens,
President of the EEB and J.B. Ribaut, Head of the Environment and Natural
Resources Division of the Council of Europe, and was attended by representatives
of the constituent organisations of the EEB and guests invited by the Bureau. The
meeting, which was financed by the Fondation Europeenne de la Culture, took place
in the buildings of the Council of Europe.
