1. Preface

1997 was the year when many pieces in the latest version of the European Union
jigsaw began to fall into place - or at least to be identifiable. Politically,
economically and constitutionally, the parameters within which business,
governments and individuals - not just in the existing 15 Member States, but
potentially in a 26-strong Union will have to operate, were considerably clearer
by the end of the year than they had been at the beginning.

The past 12 months formally brought down the curtain on the East/West divide
which had bedevilled Europe for over half a century. The political commitment to
enlargement and the decision in December to start the process in early 1998 which
will expand the Union eastwards confirmed that the ultimate goal of EU entry is a
legitimate political objective for any democratic European government which meets
the necessary membership requirements - not just for those in the western half of
the continent.
