Introduction

" The European Conference on Nuclear Phase-Out, EU-Enlargement – Perspectives
for a Nuclear-free Future" took place in Vienna from September 25 to 27th, 1998.
The conference was organised by GLOBAL 2000 in co-ordination with Anti-Atom-
International and Greenpeace Austria, under the patronage and with financial
support of the Austrian government.

The conference concentrated on the possibilities of nuclear phase-out in Central
and Eastern Europe (CEE) in the course of the EU-enlargement-process. In the
presentations, which were made on the first day and on the morning of the second
day, possible scenarios for nuclear phase-out were introduced. We wanted to
highlight the financial sources as well as the technical possibilities and the
political impact.

The conference provided the opportunity not only for NGO members to plan their
strategies but also to meet and talk to EU-officials or Austrian politicians.
The conference stressed the importance of knowing what the "other side" said
and what arguments they used.
