The aim of last year's reorientation under which the structure of the organization 
was decentralized, is to enable the Energieonderzoek Centrum Nederland 
(Netherlands Energy Research Centre) in Petten to work more effectively on 
society's needs in the sphere of energy provision. With this new structure the 
management will be able to pursue a more open and decisive policy and better 
project ECN's strong points. In the short term ECN is striving for greater 
independence from the government and a stronger position on both the Dutch and 
the European market for energy research.
Added to this, the content of its research programmes will be revised. In 1989 a 
study group was assigned the task of formulating a programme for ECN for 
developing a clean, safe and reliable form of providing energy in the future.
This programme, ENGINE or Energy Generation In the Natural Environment, 
is meant to give shape to ECN's long term, innovative energy research.
The new market-oriented approach is intended to bring about a reversal of the 
decline in operating results of ECN in the next few years. Last year ECN made a 
loss of 4.4 million guilders, as is shown in the foundation's annual report.
The loss was mainly due to an increase in payroll costs and a drop in the amount 
of basic and specific-purpose subsidies from the government. Total income in 
1989 roughly equalled that of 1988 and amounted to 130 million guilders.
The number of people employed by ECN remained the same and in 1989 
totalled 905.
