INTRODUCTION ECN (the Netherlands Energy Research Foundation) is the main Dutch institute for research and development of advanced energy techology. The status of ECN, both in the Netherlands and in Europe, is strongly connected with the importance society gives to energy R&D. It could well be that ECN presently stands at crossroads. With the guidance of the prevailing public and political opinions, ECN aims for a position somewhere in between an international centre of excellence on advanced energy technology and an innovative institute rendering high technology services to the national industry. Having reconsidered carefully its present position, ECN re-organised its services and reduced its staff, concentrating the internal services on a limited number of fields of highly developed and specialised skills. A further measure was the decision to enter a new field of research activities, namely rational use of energy and materials. This is considered to be an essential complement to ECN's traditional research activities into the fields of energy conversion technologies (renewable energy, fossil fuels and nuclear energy) and policy studies.
