In its policy document entitled 'Knowledge in motion' ('Kennis in beweging') last 
year, the Dutch government formulated its technology policy for the coming years. 
In line with the trend towards increased market-orientedness, which is observed 
in almost all sectors of the economy, universities and research institutes are also 
required to serve 'the market'. The Third Policy Document on Energy, which also 
appeared in 1995, once again stressed this requirement as regards energy research.
However, 'the market' demands quick results, which is not immediately 
reconcilable with ECN's traditional focus on the medium/long term. For this 
reason ECN is  placing more emphasis on development of energy conversion 
technology which enables the user to offer or use energy as efficiently as 
possible within the foreseeable future.
The market for these activities is increasingly of a European nature. In keeping
 with the Dutch government's technology policy, ECN concentrates on a few 
spearheads in the international research field. ECN's authority is also recognised 
in an increasing number of areas, as demonstrated by its strong representation in 
European research and development programmes on, for instance, fuel cells, wind 
energy and photovoltaic solar energy.
At the same time, ECN makes a substantial effort to be of service to small and 
medium-sized enterprises, especially in its own region. By participating in 
numerous projects ECN is developing more and more into a stimulator of 
technological innovation in the Province of North- Holland.
