TOPIC OF REVIEW: HFR LICENSE ISSUE TITLE: FACTS The reviewers examined the document License and License conditions, HFR/98/4485, of 12 March 1998. It is a ''Non-official translation in English" Technical Memorandum, which is an update of an ECN-memo RA-88-20, rev. 1, of 1 February 1989. The purpose of the document is to give an overview of the official licenses (legal regulations, ministerial decisions and official instructions) and the official license conditions relevant for the operation of the HFR at Petten. It is stated "The content [of the document] is compiled on the basis of the best available information". The content of a license should be well known and should not depend on the best available information. Many of the statements are modified or amended one or more times. Some statements are complex for easy implementation in the Technical Specifications. For example, paragraphs 13, 13a and 14 of Part I give limits of concentration of activity through filters and chimney (10-5 Ci/m3 averaged per calendar quarter) and total release (450 Ci per calendar quarter), which are correctly expressed numerically in the HFR Technical Safety Specifications (see points 1, 2 and 4 of Section 3. 7 of the document of the same title and reference 25136/01.4040611 Rev 1, of 27 September 2001, which was also provided for review). Paragraph 15 of the License gives also limits in ''unforeseen circumstances, for example an operation disturbance, ... " for concentration "not higher than 0.5 Ci/m3 or the total discharged activity is not more than 6000 Ci". But it is not mentioned the period of the releases or their rate. This condition is considered in point 5 of Section 3.7, but it is difficult of understanding or interpretation.
