Preface

The EURATOM treaty implies that the European Community is directly responsible 
for nuclear power issues. The planned realisation of the Single European Market by 
the 31. 12. 1992 could lead to the danger of (nuclear) power also being declared a 
commodity in the framework of the free movement of goods. This would open the 
way to feeding French or Belgian nuclear power into the grids of the neighbouring 
countries. It would then be even more difficult to work out ways of opting out of 
nuclear power than before the magic date of the 1. 1. 1993.
The Rainbow Group in the European Parliament has submitted this study in order 
to provide information on a complete opting out of nuclear power. The Federal 
Republic of Germany serves as an example to demonstrate that it is feasible to opt 
out of nuclear power.
A concept for opting out

- that is imperative, and tenable from an ecological angle (it would not accelerate
the dying of the forests and the threat of a climate catastrophe)
- that would not put restraints on electricity supply and is compatible in social
terms (no electricity costs explosion).

Thus this study refers to the proposals made so far by the Rainbow Group in the 
European Parliament.
