SUMMARY OF CONCLUSIONS AND RECOMMENDATIONS

Conclusions in the context of the current Consultation

A The purpose of this consultation as defined by DETR and MAFF is:

• to test the provisional view of Ministers that the balance of the argument is in 
favour of economic justification;

• and to test whether the confidence which Ministers have in the evidence so 
far assembled is fully justified.

B The conclusions of this Report are that:

• the provisional view of Ministers that the balance of the argument is in favour 
of economic justification appears to be incorrect;

• the confidence which Ministers have in the evidence so far assembled should 
be very limited.

C We are able to state these Conclusions with confidence, despite the fact that this 
most recent extension of the Consultation process has not removed the overall 
criticism that insufficient information is being placed in the public domain to render 
the Consultation process meaningful.
