1. Introduction 1.1 I am a Senior Fellow in the Energy Policy Programme of the Science Policy Research Unit, University of Sussex. I hold the degree of B.Sc. in Chemistry from the University of Bristol. For the last ten years, I have worked on issues of energy policy and economics, specialising in electricity and nuclear questions. I was an expert witness for the Electricity Consumers' Council at the Sizewell B Public Inquiry, and have published a wide range of papers on energy policy issues. In particular, I am the author of a book entitled 'The Realities of Nuclear Power' (Cambridge University Press, 1988) which examines the determinants of the economic performance of nuclear power. I have been carrying out research on the operating performance of nuclear power plant since 1978 (see Appendix 1 for a list of publications on this topic) and in the course of this I have built up the comprehensive data base on nuclear power plant on which the data in this proof is based (see Appendix 2 for a description of the data base).
