TO CABINET On 7 May this year Cabinet instructed the Council for Long-term Issues Relating to Electricity Use and Production (the Energy Council) to review once again the fundamental questions relating to the safety etc. of nuclear power in the light of the nuclear accident at Chernobyl in the Soviet Union. The Council was required, acting with all due speed, to elucidate the causes of the accident, review its effects, evaluate what effect the accident may have on an appraisal of the safety of Sweden's nuclear power plants, and make proposals to improve safety in Sweden in the event of nuclear accidents abroad. The Council was further instructed to study in particular the environmental and economic consequences of an early closure of the Barsebäck nuclear power plant. Another aspect of the Council's task was to study from various points of view the consequences of advancing the schedule for the phasing out of nuclear power in Sweden. On the same day the Minister for Industry set up an Expert Group to prepare the supporting data that the Energy Council needed in order to perform its task. As from 7 May, Governor Göte Svenson was appointed Chairman of the Expert Group and Gunnar Bengtsson, Valfrid Paulsson, Hans Rode and Lars Högberg were appointed as experts. On 4 July Alf Carling was appointed as an expert and Bo Assarsson as Secretary to the Expert Group. On 1 August Bengt Lindwall was appointed Assistant Secretary. Sven Bengtsson and Gudrun Schöllin-Eric son have also assisted the secretariat. On 26 June this year a scientific board was set up to review the conclusions and findings of the Expert Group. The board has taken continuous part in the Expert Group's deliberations. To a large extent its views have been taken into account as our work has progressed. In addition, the scientific board has summarized certain considerations which are attached to the report as an Appendix.
