INTRODUCTION Renewable energy policy scenarios are based on potentials presented by research results. Energy generation is facing global environmental challenges. According to the IPCC (Intergovernmental Panel on Climate Change), combating climate change and achieving less dangerous levels requires a reduction of 50 % to 80 % in emissions within the coming decades. At the same time, other environmental problems, e.g. the growing risks of nuclear energy, should be taken into consideration. The scenarios jointly commissioned by environmental organisations in Finland include means and solutions offered by research projects and technology programmes. Using these, Finland could move towards more sustainable energy generation. The potentials presented in these studies have not been sufficiently explored in previous emission reduction scenarios. The background assumptions of the scenarios are similar to those of the scenarios compiled by the Ministry of Trade and Industry The means presented in the policy scenario on renewable energy and their impacts are being compared to the Energy Policy (EPO) scenario published by the Ministry of Trade and Industry in 1997 (Energy Finance 2025). To begin with, it is necessary to estimate what the outcomes would be if renewable energy sources and energy savings were to be increased to match the tested potentials. The scenarios for renewable resources and the background research indicate that based on the emission levels of carbon dioxide assumed by the Ministry of Trade and Industry, such emissions can be reduced at a relatively rapid pace without increasing nuclear or hydroelectric power. As the scenarios were drawn in comparison to those of MTI, they do not directly represent the energy policy of the (environmental) organisations. Instead, they present two of the most plausible and realistic lines of development, in which Finland gradually shifts towards a ·more sustainable energy generation. The trend outlined by the scenarios is already operating in energy financing, for example markets often require enterprises to be more ecologically competitive. However, how fast these goals can be reached largely depends on political will. Reasonable realisation of energy financing policy changes will not undermine competitiveness It is hoped that this publication will contribute to a many-sided and thorough debate on energy efficiency and the importance of renewable energy sources and that the outcome of the discussion will bring about a realistic climate strategy to combat climate changes and an adverse environmental situation while maintaining affluence. Thus the benefits of the measures to the environment, industry and the economy should be included in the study at their true weight.
