INTRODUCTION

This report gives a summary of the chief activities of the Risø National Laboratory. 
The material is presented in a revised sequence following upon changes in the 
organisation of the work at Risø. These changes partly reflect the widened scope 
of activities, which now include non-nuclear energy research, that resulted from 
the Act on Energy Policy Measures from April1976.

During the year under review Risø was given a new board with Mr. Erik Ib Schmidt, 
permanent under-secretary of state, as chairman, and with eight members of which 
two are elected by and from the Risø employees. Changes in the management of 
Risø were made during the year; Dr. Niels W. Holm, assistant director, succeeded 
Professor A. R. Mackintosh as managing director in September, when the latter 
wished to return to his chair at the University of Copenhagen. Dr. Flemming Juul 
retired from the board of management in December. In March, Dr. Niels E. Busch, 
former head of the Meteorology Section, and Mr. Aksel Olsen, former head of the 
Heat Technology Section, were appointed assistant directors. Of the present members 
of the board of management, Dr. Busch is chiefly responsible for Risø research 
programmes, Dr. C. F. Jacobsen for international collaboration, and Mr. Olsen for the 
daily operation of the laboratory, for safety matters and for commercial activities.

Three factors have affected Risø during the year under review: the alteration in 
objectives, the postponement of a decision regarding the introduction of nuclear 
power into Denmark, and the increased tightening of the budgets.

Risø finds a considerable challenge in the possibilities afforded by the new 
legislation of making use of its interdisciplinary knowledge and qualifications in 
a broader spectrum of energy technology work. Much effort is devoted to evaluating 
present thinking on resource prospecting and on the production, transmission and 
utilisation of energy. Nevertheless, it is still a main task of the laboratory to 
assist the authorities, the utilities and industry if and when nuclear power is 
introduced into the country.
