1. Introduction

In the autumn of 1977 the National Agency of Environmental Protection decided 
to set up a working group commissioned to

- follow international work in the radioactive waste field, in particular with the
work carried out by the International Atomic Energy Agency and in connection 
with the International Fuel Cycle Evaluation (INFCE)

- prepare proposals for basic safety requirements for the storage and transport
of radioactive waste in agreement with future proposals for general requirements 
regarding nuclear safety, see the Act of May 12, 1976, on Safety and Environmental
Conditions Relating to Nuclear Installations, para 4, subsection 2

- follow the work carried out in the radioactive waste field by the Ministry of
Commerce (now the Ministry of Energy) and report on this in accordance with 
instructions issued by the National Agency of Environmental Protection.
