EUROPEAN PROLIFERATION INFORMATION CENTRE "THE CHERNOBYL CHALLENGE" Strategy paper prepared by David Lowry of EPIC to the Working Conference on European Anti-Nuclear Movement and Strategy after the Soviet Accident, Brussels June/July 1986. INTRODUCTION EPIC was asked by the GRAEL to contribute some ideas for consideration for action on two issues: (i) The role of international nuclear inspection. (ii) Post-Chernobyl pressure on the operation of military production reactors. This short paper only deals with the first Issue. An article written by EPIC is appended to address some points arising from the second issue. EPIC is also making available a longer paper on secrecy in the nuclear industry, especially relating to the civil/military nuclear interface.
