ACTION: Final rule. SUMMARY: The Nuclear Regulatory Commission is revising Part 51 of its regulations to implement section 102(2) of the National Environmental Policy Act of 1969, as amended (NEPA) in a manner which is consistent with the NRC's domestic licensing and related regulatory authority. Related conforming amendments are being made to Parts 2, 30, 40, 50, 61, 70, and 110. This rule reflects the Commission's policy to develop regulations to take account of the regulations of the Council on Environmental Quality (CEQ) implementing the procedural provisions of NEPA voluntarily, subject to certain conditions.
