SHORT SUMMARY This report is part of IPSEP's larger research effort on the economic costs of cutting carbon emissions in advanced industrialized countries, based on a case study of the largest countries in Western Europe. The overall result of IPSEP's study is that these countries could cut their carbon emissions by half over thirty years while saving money, provided that they implement a series of innovative least-cost oriented energy policies. In the present substudy, we analyze the economic costs of one possible element in a low-carbon resource strategy - nuclear power - and review its practical resource potential in Western Europe over the next two to three decades. We examine experience to date with current reactor technology in the three major European producer countries (France, Germany, and the UK), complemented by data from the U.S. We also review the systemic impacts of reactor programs, prospects for improved reactor designs, and cost estimates for the environmental externalities associated with nuclear power.
