Summary

This report describes the results of a scoping study to estimate the external costs 
of the Dutch nuclear fuel cycle. This study was performed within the framework of 
the Commission of the European Community's External Costs of Fuel Cycles project 
The external costs of a fuel cycle are those costs which are excluded from the 
standard calculation of the cost of electricity. These costs are borne by society as 
a whole and include, in particular, the health and environmental costs which result 
from the· operation of the facilities involved in a given fuel cycle.

At present the uranium enrichment, electricity generation and interim storage 
stages of the nuclear fuel cycle take place in the Netherlands. These stages of the 
Dutch nuclear fuel cycle have been studied in detail and the external costs associated 
with these stages estimated using up-to-date site specific data. The other stages of 
the Dutch nuclear fuel cycle do not currently take place in the Netherlands. In general 
the external costs associated with these stages have been estimated using data from 
the literature. Relatively few transports of radioactive materials associated with the 
Dutch nuclear fuel cycle take place in the Netherlands and the external costs 
associated with all transports has been based on values in the literature.
