PROPOSED ALTERNATIVE TO THE IAEA DRAFT LANGUAGE 1 PREAMBLE In order to clarify the intent of delegations in amending the existing inadequate provisions of the Vienna Convention, add the following paragraphs to the Preamble: RECOGNISING that States have the responsibility to ensure that nuclear activities carried out within their territory or jurisdiction or control do not cause nuclear damage to other States or to areas beyond the limits of national jurisdiction, AFFIRMING the obligation of States engaged in nuclear activities to prevent and minimise the risk of nuclear damage caused by such activities, RECOGNISING that the victims of nuclear damage should have access to an effective and equitable regime providing full compensation for all loss, including environmental damage,
