FOREWORD BY COUNCILLOR ALAN WHITEHEAD LEADER, SOUTHAMPTON CITY COUNCIL This report poses a series of questions that may be profoundly disturbing to many residents of Southampton and the surrounding area. By means of careful research and argument, it asks us to consider whether we are slowly poisoning ourselves, or putting ourselves in more immediate danger, by our tolerance of the activities of one of the heaviest concentrations of nuclear plants anywhere in the world. It is a thought that is unpleasant but, Southampton City Council believes, necessary to examine. From the material presented in the report, it seems that Southampton Water, and the entire coastal area between the City and the nuclear reprocessing plant at Winfrith in Dorset are 'hot': that is, appear to carry in the water and the air an entirelyexceptional load of radioactivity. New information contained in these pages obtained from French sources indicates that this load is undoubtedly added to by discharges from French nuclear installations.
