This report has been prepared at the request of the Radioactive Waste Management Committee and the Committee on Radiation Protection and Public Health of the OECD Nuclear Energy Agency. These two Committees, made up of governmental representatives and senior experts on radiation protection and waste management, are responsible for the work of the Agency, notably on the technological, safety and environmental aspects of radioactive waste management. In the past they have sponsored a number of studies devoted to the technical and regulatory problems raised by the management of radioactive waste. To respond to the need to place these problems in a broader perspective, the two Committees asked a joint expert group, chaired by Dr. John Coady from Canada, to prepare a report in simple language presenting a balanced review of all the relevant principles underlying waste management policies. Membership of the group is given in an annex. The report represents the views of the experts who contributed to it. Its publication was approved by the Radioactive Waste Management Committee and the Committee on Radiation Protection and Public Health, as a contribution to a better understanding of the principles involved in the disposal of radioactive waste. It does not, in any way, commit Member governments or the Organisation.
