Foreword

This study of certain consequences of hypothetical accidents has been undertaken to 
provide an independent assessment of risks at Barsebäck. (A parallel study is being 
made in Sweden.) The results can be used independently or in conjunction with a 
study being prepared by M.H.B. Associates of California concerning accident 
probabilities. For convenience, this report is referenced (Appendix C) in M.H.B. 
Swedish Reactor Safety Study. It was funded under separate contract with the 
Swedish Energy Commission. Citations of material in this report should refer to 
"Center for Environmental Studies Report #61.
Most of the written material presented here deals with technical matters of interest 
to those who wish to scrutinize the assumptions and methodology which have been 
used. Section I (which presents the essential results of the study), the first part of 
Section II (which describes what happens after an accident), and Appendices 
C and D, are probably the only sections of interest to those outside the technical 
community.
The draft report of this study was submitted for review to five individuals or groups. 
The critical comments received (which are discussed in Appendix J) have been 
helpful in improving the report and clarifying misleading language. The final report 
differs from the draft version, primarily, in the inclusion of more work on long-term 
consequences, and in the inclusion of additional sensitivity studies and comparisons 
with WASH-1400 methodology.
